Made in Japan
Before I try this again, I want to make sure I have this right, because this was kinda frustrating. lol

For this achievement, the player must be "Japan" in name, right? Because the wiki describes Japan as a "shogunate." It says that Japan doesn't exist as a single country at the start of the game, which is true. But to actually make Japan would suggest that Japan is not a shogunate, because the only ways that I know of to make Japan is to abolish the shogunate altogether, which led me to believe the achievement was intending Japanese as culture - what is needed to become a shogunate as a foreign power as well. This achievement requires the player to actually form Japan? Or was my run just bugged somehow?

That's it. Your government is irrelevant, your religion is irrelevant, your location may as well be irrelevant after starting the game, you can switch out of Japanese culture if you like, so as long you do so after forming Japan.

The "Made in Japan" achievement requires you to be "Japan" (so yes, form it), be of the Japanese culture group and embrace Manufactories before 1655. That's all.

Japan can become a "Supreme Shogunate" through a mission though.

To become Shogunate as a foreign power you'd need to conquer Kyoto and culture switch to a Japanese culture. That should be it I believe.
