Aztec inca or maya in 1.37?
I tried playing the aztecs, but the culture group is small and you have rebellions due to different culture in many provinces, but I didn't try the Inca or Maya, are they different/better?

Wrong culture is just +2 unrest. That should not cause any rebellions by itself. The aztec have even less problems with this than other countries, because their nahuatl religion gives -2 unrest

Aztec and Maya will let you expand quickest (Aztec being the quickest, I think) but you'll face the Europeans first. Inca expands slower but you'll face the Europeans later.

If I was to start up EU4 right now, I'd do an Aztec run.

Yeah, I think I will play the aztecs again, but they should have their first reform locked because when I reform I have a generic one instead of one of the two unique ones.
So I like them but you are a bit behind with reforms, but they probably have one of the strongest economy in the game right now, once you unlock the gold privilege.
It's also very easy to reform with the new mesoamerican tributary mechanic, and if you keep moctezuma alive long enough you can probably keep the same vassals loyal for 3 reforms if not more.

If achievements matter to you, the Aztecs didn't get a new one in 1.37, but the Incas and the Maya did.
