If I was to start up EU4 right now, I'd do an Aztec run.
So I like them but you are a bit behind with reforms, but they probably have one of the strongest economy in the game right now, once you unlock the gold privilege.
It's also very easy to reform with the new mesoamerican tributary mechanic, and if you keep moctezuma alive long enough you can probably keep the same vassals loyal for 3 reforms if not more.
