A simple way to just disable the sprites from the Dharma DLC(and not the unit packs) would be to create a mod and then create a folder "gfx" in the mod and a folder "entities" in the gfx folder and then an empty file "_dharma_entities.asset". It can be a text file which is empty or has only comments(lines which start with "#") and has an ascii or ANSI encoding, but the file extension must be .asset and not .txt.
But you still have to disable the other unit packs which have elephants, or mod them so that you replace the elephants with horses while keeping the infantry sprites. The following DLCs mention the word elephants in their files, but I didn't check them how they actually look like in game:
