Can someone explain why this trade not is being this way?

I'm byzantium and I have 41% power in ragusa which I also control. Hungary is in second place and is embargoed right now. The problem is that 96%(!) of the trade power is outgoing. I read online that the main thing that keeps trade from outgoing is controlling more power but it doesnt seem to be working

any advice?

Even if you don't get a response, it is no reason to post another thread. You could just bump your previous thread
