subject won't add provinces to hre

so I'm playing as Austria and I've revoked the privelegia. I've subjugated Denmark and Norway and I'm trying to add Norway to the empire but they can't because Denmark won't add the provinces I reconquered from Sweden to the HRE. What can I do?

Does Denmark have more tan 200 dev? I think then they are not allowed to add provinces to the HRE if they are a vassal

Denmark is already a member of the hre vassal, I reconquered their cores from sweden and they won't add those reconquered cores to the hre. All the other vassalized members of the hre have added new territory to the hre near immediately.

How much dev do they have? HRE members which are vassals and which have more than 200 dev are not allowed to click the button to add provinces to the HRE.
