The one with aristocrats is a noble republic and the one with trade is a merchant republic.
Does it works for everyone, or just some specific countries?
its a pair of decisions (the ones i mentioned actually) and im pretty sure they're available to everyone under 10 provinces. ive seen them when playing small european nations post patch. they disappear after you reach 10 provinces. you can mouse over them and see the full requirements as long as your small enough for them to show up
edit: you have to be in the western, eastern,muslim or ottoman tech group also

That. I tried both aristocracy and trade, and none of them give me access to the republic.
its trade and economic for merchant republic and its aristocracy and influence for noble republic. if you hovered over the decisions for each you would see which idea groups you need for it. the decisions show up in the decisions list just for having less than 10 provinces and being in the correct tech group so you can easily look at them and see which requirements you need to meet

These new decisions came with the new DLC (I think). Check the 1.7 Patch notes for certain though. You can google it easily enough. But Shadowwolf is right for any country under 10 provinces you can either change to Merchant or Noble Republic after meeting the requirements.

are you checking the list of decisions? i can promise you they are there. in that code that Chrnno posted just meeting the "potential" part is enough for them to show up in the list with the other decisions. then the "allow" section are the requirements that will be visible after hovering over it. i dont think you need the dlc for them. in the patch notes for 1.7 the decisions were included in the free features.
