i ended up using it early int he game and i didnt know it'd tank my modernization anything i can do to offset it?

There are events which allow you to upgrade the privilege: https://eu4.paradoxwikis.com/Russia#Serfdom
And at the end, it unlocks the decision to remove the privilege. The events also allow you to swap from serfdom to the liberation branch, but last time I checked, it prevented the mission "The Fate of the Peasantry", so make sure to complete it first
