Forming Yuan without taking Mandate of China

I am playing Oirat and want to form Yuan for the achievement but ideally without taking the Mandate of China (because every time I've taken the mandate my country gets wrecked).

The mission just says become "Emperor of China" but according to the wiki it looks like if I destroy Ming without taking the mandate I can become Empire Rank and form Yuan that way - is that right?

Yes, this is right. The conditions of the decision change when the mandate doesn't exist. But you have to make sure that nobody else takes the mandate
