its a unit pack for byzantium/rome in EU4 if you own I:R, if you buy the latter you get the former

sorry its an expression, but yes, if you already own EU4 and then buy Imperator Rome , then you will automaticly get a unit pack for Byzantium/Rome in EU4, just make sure that you have a paradox account and signed it in both game's launchers (in the top corner of the game launcher for each game it should say "Log In" if it says "my account" instead then you are already logged in) , once thats happened you'll see the units next time you play as byzantium or rome in EU4

thank you malivamar i asked because, normally in IR store page it was written " if you get imperator rome u get eu4 unit pack.. but now its gone. soo i guessed they removed it because of emperor dlc of eu4 or something

I see that got removed from the store page too, pretty sure it was there mainly to entice people to buy Imperator Rome, nothing to do with the Emperor DLC for EU4 (that for extra mechanics for the HRE).
If they for some reason removed the ability to get the units in eu4 by buying I:R then just refund it, steam tends to be generous with refunds if you havent played the game for 2 hour or more and refund within 14 days of the purchase

The EUIV unit pack for owning both Imperator: Rome and EUIV has been discontinued and that's why they are no longer sent out.

i found this ... maybe its given with emperor dlc of eu4 ? any1 can confirm this

Where did you find that it is discontinued?
AFAIK the requirement for getting the unit pack is that you own both games on steam and that you have a paradox account with a valid email-address and that you linked your steam account to your paradox account[accounts.paradoxplaza.com]. Then you can go to your games page on the paradox website[accounts.paradoxplaza.com] and will automatically get an email with a steam key for the unit pack(to the address which is set in your paradox account)
