i cant find the mission to unlock the ability

It was one of the missions that unlocks a reform and then you can see the stats after you take the reform, I think it was Ottoman government or something.

Integrated Ottoman Officials. Conquer your way into Anatolia and all of the Thrace area, and make sure the Ottomans have less development than you. Note that these missions were added by the King of Kings DLC, so if you lack that (or at least the subscription) you won't get these new toys for the Mamluks.
