Burgundian mission tree is missing a key event
The League of the Public Weal is supposed to create conditions for a vassal rebellion against the King of France. It does this by adding a lot of liberty desire to appanages, but due to EU4's limitations, these independence wars will happen unpredictably and inconveniently for the player in Burgundy.

I'm supporting the independence of most French appanages, but if one of them goes to war for independence, then I have to fight the other appanages that I am supporting. The description for League of the Public Weal describes a general revolt, but that cannot happen if only one appanage can go to war at a time.

Due to this, there needs to be an event or another mission that triggers a special war against France in which any appanage supported by Burgundy will collectively go to war against France with Burgundy as an ally. Seeing as the goal would be to become the King of France, ideally the appanages should become vassals of Burgundy if the war is won, but I can see how that would be unbalanced.

The point is that the League of the Public Weal does not really work as intended due to EU4's diplomatic system.

The King of the Franks mission will give you the French appanages once completed but that kinda defeats the point. It's not a rebellion if I still have to fight every single one of them in the war.

The roleplay value of the mission is that the Duke of Burgundy becomes the rightful King of France because you depose the current king. That is very different from organizing a rebellion with the appanages against the King of France. Technically, Burgundy is a subject of France, so the Duke would NEED the support of other subjects to support his claim to the throne. It just doesn't make sense the way you have to do it in-game.

By them having over 50% Liberty Desire you dont have to fight - them -, only France itself.

The vassals will sit in their own provinces doing nothing, unless you try to siege them

That's not a good enough guarantee. Firstly, they're still soaking up war score by being in the war, regardless of whether or not they're doing anything. Secondly, it's not entirely impossible for the AI to get lucky and have that liberty desire go down enough for the appanages to start fighting.

That's also does not scream "general revolt" to me. I suppose the arbitrary video game number is high enough to convince the AI to be passive, but when I hear "general revolt" I think of actually fighting.

I see it as the vassals refusing to serve their french king and participating in the powerstruggle between France and Burgundy - and if Burgundy wins they switch sides, making it a "general revolt".

Not abiding your lords orders is a form of revolt.

I cant disagree on it not being perfectly executed, but imo it is fine
