Must own 50 british provinces to complete this new british mission

There are only 34 British provinces in the f**king game?????

Am I missing something here? Am I braindead? Do I need to coloinize 16 f**king provinces in the new world with British culture before I can 'develop british identity', a basic level English mission? Help me out here.

There are two ways to complete the mission. Either you have 50 british provinces or you accept irish and highlander and have 10 and 5 provinces of these cultures. From the mission description I assume you are meant to culture convert the irish and highlander provinces if you don't accept them.

Culture conversion is a thing. You can make the entire planet British if you so desire (though you'll have to conquer it first) - in fact, the unique parliament issue you unlock after completing this mission (if you complete it by having 50 provinces in the same culture group as your Primary Culture) is designed specifically to aid you in doing just that, giving you a -10% culture conversion cost and -20% culture conversion time for 15 years.

Now, I would also say "I'd hardly call this a 'basic level English mission', since its prerequisites first require you to solidly trounce France first", except for the fact that the prerequisite mission has a "failover" completion option for getting kicked out of France entirely.

I accepted Irish culture with ireland conquered but haven't yet been able to accept Highlander culture, having only recently conquered most of them. I thought it was 50 british provinces AND 10 irish AND 5 highlander. Will see if I can do this mission after getting 5 highlander provinces and that culture accepted.
