Yeah I checked the wiki. I've fulfilled all of those requirements, but still no decision available.
EDIT: That includes the unlockable "Modernized Turkoman Federation" reform that a King of Kings DLC mission can provide for you.
So I messed around with my mods and you are right. Europa Expanded Mission Tree mod removes the option for AQ and QQ to form Rum. More reasons for me to stop playing with that mod. Thanks for pointing me in the right direction
Sometimes I just can't help myself...
Or any mod except for a graphics one. Mods are notorious for breaking anything and everything. I occasionally play Voltaire's Nightmare or MEIOU, but those are so far removed from normal EU4 that there's almost nothing "default normal" about them.
