How to form Rum
So I'm finally making an attempt to form Rum as Aq Qoyunlu and the decision to form Rum doesn't appear. I've taken all of Anatolia and Constantinople, but nothing. It seems like only the Beyliks can form Rum. Can someone confirm?

As always, check the wiki before starting your campaign. The requirements are:

Potential requirements

Rûm does not exist.
The country:

was never an end-game nation.
is not Ottomans, the Holy Roman Empire, the Papal State,Byzantium, Russia, Prussia or England.
is not the Emperor of China.
has not yet enacted this decision.
is not a colonial nation.
has Turkish as primary culture

If the country is AI-controlled then it:

is not a subject nation other than a tributary state or a cultural influenced state.
is not a custom nation
is not a former colonial nation.
Playing with normal or historical nations

Allow
Ottomans and Byzantium do not exist.
The country:

is not a subject nation.
is not at war.
is not a nomad nation.
is Muslim.

owns its core provinces:
Constantinople (151)
Kocaeli (316)
Konya (323)
Ankara (326)
Sivas (329)
Erzurum (331)
Kayseri (2301)
Sultanönü (4312).

So: do the Ottomans exist? Does Byzantium exist? Do you have Turkish as your primary culture? Do you own the required provinces?

If you can't see the decision, it means that you don't fulfill the "Potential requirements". My guess would be that your primary culture is wrong or that you are playing with mods which change the requirements.

Yeah I checked the wiki. I've fulfilled all of those requirements, but still no decision available.

Ottomans and Byzantium don't exist, you're still Muslim, you've got all the required provinces as CORES, you're independent and at peace, and you're no longer a Tribal Federation. That last one may be doing it. You must be a true monarchy, republic, or theocracy.

EDIT: That includes the unlockable "Modernized Turkoman Federation" reform that a King of Kings DLC mission can provide for you.

So I messed around with my mods and you are right. Europa Expanded Mission Tree mod removes the option for AQ and QQ to form Rum. More reasons for me to stop playing with that mod. Thanks for pointing me in the right direction :steamthumbsup:

Or any mod except for a graphics one. Mods are notorious for breaking anything and everything. I occasionally play Voltaire's Nightmare or MEIOU, but those are so far removed from normal EU4 that there's almost nothing "default normal" about them.
