1) A new Emperor is elected when the old one dies. If the current Emperor is 15, you might have to wait half a century (or more) for the next election.
2) There are 7 electors. To win, you must get more votes than any other candidate. Ties go to the current Emperor. 4 votes for you is guaranteed to win. 3 is usually enough.
3) You can see who every elector will vote for by clicking on the HRE icon at the lower right of your screen. Hover over each elector and their preferred candidate to see why they pick them.
4) Many factors influence this. Relations. Alliances. Royal marriages. Whether or not you are a "large nation in the HRE." Diplo rep. Etc etc etc.
5) If you vassalize an elector, you are certain to eventually get their vote once you improve relations enough. HOWEVER, you also get a large penalty with all the other electors. They're upset with you for rigging the system. So, if you decide to go the vassalization route, you will probably need to do it to 3 or even 4 electors to win.
6) If you go the diplomacy route (which I recommend), it's usually easier. Do the things in 4) that help. Also, grant the "Religious Diplomats" estate privilege and take Diplo as your first idea group. Getting more, stronger diplomats will be a huge help, as will having another relations slot and higher diplo rep. Diplo is by far the best idea group in the game for someone planning an HRE run.
7) Austria, the starting Emperor, benefits from the "large nation in the HRE" bonus. Get rid of that bonus. Go to war with them and force them to release Tyrol, Styria, and any other nations you can. This may take multiple wars.
8) Monitor the situation in the HRE constantly. You should check every month to see if you're the preferred candidate or not and do literally anything necessary to ensure that you are.
