Trade center upgrade?
I'm playing v. 1.36, and got a notification that I can upgrade a level of the trade center. Click on the notification and can't get how to upgrade. Tried to click on the image of the trade center in the bottom of the buildings list in province, but nothing happened.
How can I do that?

You need the Dharma DLC to upgrade centers of trade, but the notification appears even without the DLC

Have you actually tried that? Wealth of Nations is much older than Dharma and before the release of Dharma, it was not possible to upgrade centers of trade. It would be weird if that feature would have been added to Wealth of Nations retrospectively

I know I'm a few months late answering this question but am looking this up too as I'm getting back into eu4 after being away for a fair while now and the pop up was frustrating me. I have the Wealth of Nations DLC but don't have the Dharma DLC and I'm having the same issue as what OP was asking about. For the current patch at least (older ones it may have applied) the guy you were replying to, @Magma Dragoon is wrong in this case. Seems from my brief research dive its a known bug that the notification pops up that you can upgrade a CoT even though you cant if you don't have the Dharma DLC
