Honestly don't care about Burgundy but I wanted to try something with England. Which is now not possible.
Fun fact: In another random game I started as Nevers Austria PU'd England in 1445 leading to a war with France. Which was the main reason for me to start a game as Castile and trying to snipe that England PU :D

From that, it's clearly very likely that England and Burgundy will rival Castile at the start, regardless if a player is there or not but it's not guaranteed. To be honest, I remember having something similar in my Castile runs over the years, so I don't think it's anything new.
Regardless, I don't think it matters that much. As long as you don't rival them back and maintain good relations, there's a good chance that England and Burgundy will rival someone else not long into the game, especially if you have a common rival between the two of you. Burgundy especially since you don't share a border (land or sea) at all.
EDIT: Just saw your aim in your newest post. Henry VI dying without an heir and getting PUed is even rarer than not being rivaled at the start with England.
Burgundy didn't rival me for once but england is pretty much guranteed.
If I play Portugal however there are quite a few instances of england not rivaling castile. It is more common then anything.
I honestly continued with my one run and I was hoping aragon would cancel the Rivalry. Nope. They fully embraced it and went republic. No ♥♥♥♥♥. I then proceeded to eat 2/3 of their country in one war.
The entire game gotten so weird in Iberia since the last few patches it's frustrating to see.
England may be less dependable to do that to overall, but they should be weak enough for a while if they decide to go to war over Maine (since the English AI pretty much only knows how to lose that war hard in the absence of heavy player intervention).
