Where do they come from? If it is the event Anti-Unionist Revolt[eu4.paradoxwikis.com], then you have to revoke the privilege Union of the Churches

These are your volunteers! You should lure the Ottoman army into Constantinople so that the religious rebels can make Byzantium great again! :No1:

I'm positive this is the problem. Byzantium does not need "fixing." You need to learn how to play it.

The privilege that causes them is a bit of a noobtrap by pdx to make byzantium appear harder than it actually is. The simple solution is to just break up with the pope ASAP, which is easy to do when you don't really need to ally any catholic nations for the first 15ish years.

I want to be Catholic and rebels keep spawning even after I convert every province to Catholicism.

I just improved relations with my catholic allies and around 1470 broke alliances with them, revoked the privilege and allied them again right after. If you are expanding efficiently this is really no problem.
