I keep getting this error, researching it online is telling me to get the Visual C++ and DirectX downloads; Which I have already done. Tried to disable Ransomware protect in Windows Defender but with no luck as well.

I can't find much info on the error, any help?

Then this is could be an issue with your antivirus or ransomware protection software. It probably allows the old version of eu4.exe to write to your Documents folder, because that version created the folders and files there. And new versions are not allowed to write to the files.
Where did you find that log file? If it is still in "Documents/Paradox Interactive/Europa Universalis IV/logs", you didn't do the clean reinstall properly which would also explain why the clean reinstall didn't fix the problem.
And maybe your deactivation of the ransomware shield in windows defender was not complete. You could try to add the launcher and eu4 to the Ransomware "Apps Allowed Through" list(here[docs.microsoft.com] are instructions for that).

What exactly happens if you start eu4.exe directly? That often gives a better error message

Error code "0xc0000005" I looked it up and apparently it's 'access violation'

Sounds like some of your security software write protects the game files or tries to hinder the game from running. That's an issue with your security software.

You mean Windows Defender? I don't have any other anti-virus installed. I've tried adding eu4.exe into the list of exceptions but it still isn't working.

This has nothing to do with permissions. Microsoft describes this error as:
An Access Violation is a type of Exception caused when an application Reads, Writes or Executes an invalid Memory Address.
In eu4, these types of errors are usually caused by broken mods or a broken game installation.
Does it help if you disable all mods? If you think that you have no mods, have a look in the playsets section of the launcher to make sure. The launcher might have activated a mod which you didn't know about.
If that doesn't help, you can try to verify the integrity of the game files and if that doesn't help, you can try a clean reinstall as described in my guide about common startup problems

I'll try these later, all mods have been removed and it still isn't working.

Do you have to be on 1.29? Because I've been using that patch quite frequently, switching between the two

The clean reinstall guide was written for version 1.29, but it also applies to all later versions

None of these solutions have fixed the problem, I'm still getting both error codes.

I'm going to reformat Windows tomorrow completely and report back, I was overdue on it anyway. I'm pretty worried this could be a hardware problem(?), but I had a check and even Crusader Kings 2 worked fine, which is... incredibly strange.

I had this for several months in Stellaris and then a big patch came out and it went away. Try rolling back a patch out two and see if that helps.

I've already tried this with 1.29 but just to be sure I tried a couple more rollbacks as well and yeah... same result

Did you get the same exact error code?

This is the first instance I've had of it

Don't remember the error hex code, but it was access violation. Eventually 3.4 came out and it went away.
Alright so I just tried reformatting Windows completely, installed Steam and EU4. Installed DirectX, Visual C++, graphics card updates.. ect...

Still getting this ♥♥♥♥♥♥ error

It's weird because CK2 is loading up fine, so I don't know what's really going on...

How far does the eu4 startup go (both when starting from the launcher as well as when starting from eu4.exe)? Does it open a window and if it does, what is the last thing which it displays? And has eu4 written any log files to "Documents/Paradox Interactive/Europa Universalis IV/logs"?

It doesn't load up at all. I had a look before to see if there were any logs but it's not creating any. This is the latest one I can find
