That's unusual for the steam version of eu4, but somewhat common for the epic version. Are you starting eu4 from within the steam library? If you do, do you maybe have the epic client installed and does it maybe have an epic overlay in eu4?

i think it does the f3 + something social menu thing is the epic overlay right? what should i do because i already wiped off all eu4 traces of the epic version

Maybe you can disable the overlay in the settings of the epic client. Or uninstall the epic client if you don't need it for other games

I assumed that there was an option, but I searched for it now and there doesn't seem to be one. And some posts on the internet suggest that the epic launcher restores the overlay exe files if you remove them.
But the blue screen is also an indication that something is broken on your computer. Eu4 should not be able to cause a bluescreen If there are no hardware issues and no bugs in windows or in drivers, because eu4 doesn't run with admin permissions.

I played around with it a little and what eu4 seems to try to do when you restart to the menu is that it tries to open a webbrowser so that you can log in to the epic account and give eu4 some permissions(I think to display in epic that you are playing eu4). When I tried it on windows 11, it started firefox and the epic version of eu4 was freezed till I logged in, but the steam version started firefox and continued to start without problems. But maybe it fails to start your browser. You could also try if you can log in via the epic button at the bottom of the main menu.

Does the epic button at the bottom left of the eu4 main menu have a green border or a red border? A green border means that eu4 is connected to your epic account and a red border means that it isn't. For some reason(I don't know why), eu4 only tries to log in to epic(turning the red border green) if you go back to the main menu. And I suspect that the crash happens if that fails in some way. The mechanism which eu4 uses to log you in is that it starts/opens your default webbrowser with a special version of the epic login page. And if you log in successfully on that page, epic will ask you if you want to give eu4 permission to change your epic status(so that it can display that you are playing eu4). After you do that you will stay logged in and eu4 will not try to open your webbrowser again
