Report a translation problem
The requirements for anyone to join the HRE by adding their capital is having high relations with the Emperor and small base tax country. The Emperor will not allow someone bigger than him into the HRE. I do not believe that any AI would join the HRE on its own.
Alternationaly, the Emperor can add territory that he conquers into the HRE. Most players use this approach. First, they become the HRE Emperor (Christian and 3 elector votes). Second, they annex land and core it. Third they add it to the HRE. Fourth, they create the vassal nation. It gives Imperial Authority and a nation that will vote for the HRE reforms. Eventually, it does not cost a relationship slot once you get the reform Proclaim Erbakaisertum.
But i have never seen small HRE neighbooring nation to even trying to join hre (like to protect from France...). Or nation in HRE with some lands outside to add his nonHRE lands.
Its quite odd, because as a player, i would see joining HRE or adding my other lands to HRE as a very strong move.

As a result of this an AI will never join a player HRE but would join an AI hre (which is hillarious because the AI is the worst emperor).
I cant find this file anywhere and i am not sure that it hasnt been removed/changed since the other thread.
The issue isnt with the vassals etc, some are OPMs like east frisia, or with relations, i have 200 with them and they have 200 with me, the issue is with the AI being derpy. You should be able to force your vassals to join the HRE if they are small enough and border it,
they must be small, neighbour teh HRE (seazones count, in europe, good relations with emperor, threatened by neighbours.
East frisa wont join he isnt threatened by neighbours. Ragusa teotons, albania Riga all have a decent chance of joining a strong empire or a destroyed poland depending on how far you extend the empires lands

how would you interpret this then?
The original post i made was actually based on a decision from EU3 but, at the time, it seemed to work more or less the same in eu4.
Recently, however, i think the way the ai makes this decision has been changed because ragusa seems to join the empire almost always and east frisia seems more likely to do so as well now. Furthermore, countries who are not the emperor seem to add their land to the empire whereas they otherwise wouldnt.
I have yet to test it (and i doubt i will) but i still think that your vassals will not join the empire simply because theyre your vassal and youre the emperor. Rather, i think AI nations will join the empire if they are heavily threatened and are small (like ragusa is).
Either way, i still feel like you should be able to invite countries into the empire who border it as a way to grow the empire which is otherwise almost impossible. For example, if it were possible to release aquilla from venice and then invite them to the empire this would help with the shadow kingdom. As it stands, aquilla may or may not join the empire and nobody knows exactly determines their decision.
