Don't release finland as russia

Thought it'd be cool to have a strong finland subject since you can remove finland's mission tree independence requirements by conquering more of scandinavia. Unfortunately my dum bass PU won't build to force limit despite being wealthy enough and has thus been locked out of half its mission tree because i cant build units for them or force them to mobilize. At least lower the requirement to 75-80% force limit, something the vassal ai will actually attempt to achieve. Otherwise my muscovy run has been great definitely recommend

I mostly did it for the misions you get with finland but as a vassal yeah you get paradox diplomatic ai which is ♥♥♥♥♥♥♥ skynet when their against you but 3/86 force limit actively standing in an uncolonized province when their on your side

Only time I have this type of issue is when I play the game for a long time and Have to restart the game and reload the save The AI randomly stops working on Vassals have 3 1 stacks not merging the army sits in attrition
