Mansabdari system doesn't appear for mughals
The tier 3 government reform "mansabdari system" doesn't appears in my game as Mughals, instead "royal favoritism" appears. Is it a 1.35 bug or am I missing something? thanks...

The reform has been moved from tier 3 to tier 5 for monarchies.

It's Tier 5 now. You'll pass it on the way to the Tier 6 Zabt System for the mission anyway.
