The positives are a pair of maximum +10% Burghers loyalty and +200% Province Trade Power bonuses. You'll be able to push out competitors in your trade territory and make money so much easier with that, until you eventually actively conquer their nodes.
That's not an especially terrible trade-off, considering by the time they really start to get aggravated you should have about -50% Liberty Desire just from them really liking and trusting you, and the Alhambra Great Project.
Personally, I always aim to bolster mercantilism whenever possible PROVIDED this does not leave me low on resources for other more important things. In your position, with most of the bonuses already taken, I'd probably pour all that influence into mercantilism just to get me very close to its maximum this early in the game.
Just remember to keep converting provinces in the New World to regain that influence.
Incidentally, how did you knock off that extra 15 or so Curia Cost?
Just off the top of my head, as Curia controller, i took the -50% curia powers Papal Bull.
Got a govt reform that gives me a -10% curia cost reduction, and just recently completed a mission that gave a modifier for so many years, that gave me another -33% cost reduction. I dont beleive there are any others as those add up to 93% reduction. which reduces a base cost of 50 by 46.5 so guess the game rounded that up to 47 leaving me with a cost of 3
