On Tunis, or on the Mamluks? The Mamluks are a special case - nothing shows up in the peace screen for them. You need to occupy their capital after declaring the war with the special CB, pick the first option in the event that pops up, then spend the next 3 in-game years not letting them retake their capital while also getting yourself up to 95% warscore. At that point a second event will pop up, allowing you to simply white peace the war and turn Mamluks into a heavily debuffed Core Eyalet. If you didn't pick the correct option in the event, or at any point the Mamluks or their rebels un-siege Cairo, you become ineligible for the second event (not sure if white peacing manually then re-declaring with the same CB works or not).

You have to choose the invasion casus belli when declaring war. If it's not available as one of the treaty options (it's in the same section as vassalise, war reparations etc.) then you must have chosen the wrong CB when declaring war.

The Mamluks are a special case, the event to turn them into an eyalet is just a 1 time thing.
