What kind of 'delete' are you talking about? Removing a country as an active participant in the game? Conquer them, like grog said. Or do you want a console command to remove their provinces entirely? Or how to find and delete the tag itself from the game's code for modding purposes?

If you are asking for the console command, it goes like this:
remove_country [<Target Country Tag>]

For example:
remove_country HAB
will completely delete Austria from map and all their lands will become uncolonized (meaning you or AI gonna need exploration or expansion ideas to get them)
If you are playing with debug_mode enabled you can see each country's tag when you scroll over their lands. Else google "eu4 country tags".
Lastly, you cannot use console commands in Ironman mode.
