Riga guide outdated?

This Riga guide (https://eu4.paradoxwikis.com/Riga) describes a strategy that involves taking all of Livonian Order and some of Teutonic Order, enter the HRE and then form Kurland. But the way I read the Reform into Kurland decision, you have to have 3 provinces or less, so that is not possible. What part of this am I misunderstanding?

Pretty much every guide on the wiki is outdated, because those are never changed to reflect changes in the game.

Don't look at those guides, they are almost all outdated. There are still a few very useful ones though, like the one that tells you how to deal with Mali disaster.

Right. The wiki is great at staying up-to-date on game mechanics. Guides? Not so much. There's no real vetting process for the guides. Many of them were quite bad even when they were uploaded, and their authors put no effort into keeping them relevant in subsequent patches.

As a side note, this also holds true for achievements. For example, the wiki recommends Ajuuraan as the easiest nation to get "I don't like sand." This is ridiculous advice. Yes, Ajuuraan has helpful national ideas and estate privileges, but the sheer power of the Mamluks enabled me to get the achievement with them in just a few decades instead of the century or longer Ajuuraan runs require.

The wiki is a community effort. But very few people from the community contribute to it. Please fix any errror or update any outdated things which you see.
