Move your capital to the Netherlands. The Dutch revolt will never happen. The game gives you the tools you need to prevent problems--but you have to use them.

If the disaster does fire, it only immediately breaks away if 5 owned provinces in the Low Countries are either occupied by rebels or have too high local autonomy. So, fully state everything you own there (which you should do anyway, as it's some of the richest land in the world and located in the best trade node in the world), and then just spend the next 20 years with an army stationed there killing all the rebels you spawn (never pick the option that gives local autonomy instead of rebels).

You get plenty of warning in the form of the big red "Looming Disaster" icon leading up to it happening. It's supposed to be bad if you don't prepare for it, otherwise it wouldn't be a disaster.

IIRC the nation only spawns in if you have >90% autonomy in enough provinces. That can be avoided. State them all, don't pick the event option that increases autonomy instead of spawning rebels, and have an army killing rebels when they spawn so that they can't increase autonomy by occupying provinces.

After the initial rebels spawn you can just keep a few soldiers there until the end of the disasters. All other rebel spawns will be really small and effortless to kill. This disaster is really not a big deal
