Or are you playing with mods? Some mods have outdated decision files which are missing some of the new decisions
Edit: a sign that such a mod is active is if you can see the decision to form great britain

Have you read the "Potential requirements" on the wiki which I linked and did you make sure that you fulfill all of them? France existing has no impact on your ability to see the decision. If you pass the debate, you will inherit France
Edit: I re-read the OP and noticed that you mentioned the name of the mission "The Angevin Kingdom" is the correct mission
Have you checked the wiki? You can see there that the culture doesn't matter. Can you confirm for each individual item in the Potential requirements that they are fulfilled in your game?
