no papal state = no league war

I'm doing a florence -> tuscany -> italy run, and i took rome for myself.

The papal state never formed, but that means the event for the counter reformation never fired (as it is a papal state only event). No counter reformation means no league war.
it's 1600 so i need to act quick, how do i spawn a papal state and force the league?
(console command is ok, but i want it clean)

The developers thought of that and implemented a fallback. If the counter reformation never happened and the papal states doesn't exist and the year is at least 1610, the flag counter_reformation will be set and this allows the event which enables the religious leagues(if the other conditions are fulfilled). This fallback is in on_five_year_pulse_4 which happens for each country roughly every 4 years. It doesn't matter for the fallback which country gets it, so it will happen fairly quickly, but not necessarily on Jan 1st. The evangelical union event which triggers the leagues will take a little more time, but it has an MTTH of 6 months if the year is at least 1600, so it is very likely to happen within a few years after the counter_reformation has been set, as long as all the other event conditions are fulfilled

In one of my campaigns the Papal States got overrun.

So the Pope moved to Germany. Cologne gave the Pope a province.

It happens via the event The Papal State[eu4.paradoxwikis.com]. If the AI gets the event, they always choose the option to release the papal states. But if no countries fulfills the conditions of the event, the papal states won't get released. In the OP's case, it can't happen, because Italy exists.

You could also just release a core of the Pope. Click the province, give the province back - you only lose 10 prestige.
