Much easier than waiting until the Protestant League declares war, because the only way to make Orthodox nations viable as HREmperors is to ensure that the war goes on for 25 years or does not end with the Religious Supremacy peace deal being made. As the war can only be started by a Protestant country, you can't just be Big Bad Orthodox Russia and do it yourself, though you may be a part of the Protestant League.
Plus claiming the Mandate this early means you get to eat up all of China using the Unify China CB that autogrants cores on every sieged province, saving you a stupid amount of ADM points and letting you marshal the full economic and military potential of the subcontinent in your European invasion.
1) Start as Austria and revoke the privilege. Meanwhile, conquer all the provinces needed to become Russia, culture shift, and become Russia. That's 2 of the 3. Then conquer some Tengri provinces, use religious rebels to become pagan, claim the Mandate, and take the Emperor of China title.
2) Start as Oirat and wipe out Ming via the usual route. Then become Russia via the process I described in 1), switch to Catholic, and become Emperor of the HRE.
2) is faster because of horde mechanics but 1) is relatively easy because of the vassal swarm. Ironically, starting as Muscovy is the worst way to get what should be a Russian achievement start to finish because you have to swap religions twice and have a harder start. Triple the Rome was badly designed. I don't like it.

I prefered to convert via accept demand which works with eastern religions but not pagans religions. i hope I remember that correct.
That you can't convert to Inti that way cost me a frankfurt to anden run.
Oirat also have the advantage of being able to take the Mandate before it is destroyed. Had to start over twice because someone had destroyed the mandate when I found my way to Asia :'D
