And yes, the "any ally" mission requires a single nation to own all the provinces. The best way to get that is to ally Burgundy. They and their vassals/unions are either enough or almost enough, I can't remember which. As England, it's very beneficial to go for the Burgundian inheritance anyway. That's not always possible--sometimes they'll rival you. But if you're trying to complete the mission tree for the Anglophile achievement, restarting until they aren't rivals is useful.
Also, note that you can also complete the mission by just conquering the Lowlands yourself. And you want to. They have a lot of trade centers and estuaries that give them power in the English Channel node, power you want for yourself. Get it by the inheritance or by the sword, but get it either way.
You could also (more easily) disable Domination and/or revert to an earlier version and complete the Rule Britannia version of the mission tree the achievement was created for.
