Centralizing State
Is it as good as it looks, or should I pass on it? Thought?

Good? For a cost of 50 Admin power (the most important monarch point type) and 50 Reform Progress. I never do it. I solve my GC issues with courthouses, statehouses, idea groups, TCs, and so on.

It was brokenly OP back when one of the government reforms refunded 100% of the cost upon completion. Now? eh, it's not really worth it. I did it in my current Ottomans game to Thrace after moving my capital to Rome. But I had a 102 dev Constantinople which had received expanded infrastructure multiple times, so the governing cap hit after losing the - from being the capital was pretty big. Can be useful in exceptional situations like that, but otherwise I wouldn't use it.

All just useless expac buttons to pretend the devs put some effort into "tall" play. It massively inflates the governing cost of the province, costs 50adm, and provides negligible bonuses.

Its one use is providing an additional manufactory slot, but in the grand scheme of things, that's of no consequence. Glass/paper for a manufactory + statehouse is the only worthwhile combo there.

Expanded Infrastructure is, for me, of similar value to Light Ships and military idea groups - necessary for missions and roleplay only.

I use that one a lot. It's useful for cities I'm building up, eg. if you're devving for an institution then it'll make it cheaper. But the main benefit is probably the extra manufactory, that means you can have a resource producing manufactory and a state house. Spamming state houses in every area really helps. I recently went from 2k governing cap to around 1400 from doing that.

Building a state house while expanding infrastructure results in lower governing cost (it doesn't have to be one of the provinces that doubles state houses effects) for that province. Considering it also applies some benefit to every other province in the area, it's worth building if you're having/will have governing cap issues.
