There has been no indication from the developers that this is true. Maybe EU5 will use mana, maybe it won't. No one knows.

But hey, I do believe EU4 will keep living and will still get dlc that already got a dlc.
Posters here and on the official forum tend to use "monarch points" and "mana" interchangeably. Johan does not.
