One of the completion requirements is "Is Athens," so I don't think you can form another nation. It's been a very long time since I did this, though.
Yeah I saw that, just wasn't sure if Latin Empire is one of those tags that doesn't really change your tag (like caliphate for example). Maybe I'm wrong about all this.

Yeah from the crusader mission. So I can switch just fine?
It worked! The ingame achievement screen switched the requirement from "is athens" to "is latin empire".
It's actually a big deal since it switched me from dutchy to empire so it's not just about the claims.
i can still see it in the achievement tab; but it says "is athens" still. and i contiuned and construct 50 universities, but can not get the achievement. wasted several hours.
wrting this for future readers, DO NOT form latin empire.
Do you have all DLCs? It worked for me.

It's a different game version from when you completed it, Octo. Perhaps it was never intended to be possible as the Latin Empire, and the devs have prevented it now.
