WEIRD problem launching EU4

I have over 980+ hours playing EU4 and love it. After not playing for around a year I decided to get back into it and I launched the game with no mods or anything and when I click play from the paradox launcher, it sort of freezes my PC and I have to log out just to get the game to quit. I can still CTRL+ALT+DEL but when the taskmaster pops up I can't click anything and my start bar doesnt work until I log out and force quit the game. Even ALT+F4 doesn't work to quit it out.

All that happens is a blank task window pops up on my start bar. I have tried verifying the game files multiple times and there was some files missing but they've been downloaded and none are missing now. Should I try to uninstall it?

It sounds like the typical windows fullscreen optimizations conflict with the clausewitz engine. Before hitting play in the launcher go into the settings and change the video mode to borderless windowed and see if that helps.
