What brings on "it is time to show strength"?

I haven't played in a while and this incessant serial attack by rebels doesn't seem to be tired to stability as mine is +1 and they keep on coming. I'm playing a tribal/horde nation, Oirat. These are not the troublemakers in provinces I have captured.

In short: Horde nations are meant to be at war almost continuously. This is one of multiple events specific to Hordes that will punish you for being at peace for too long ("too long" in this case meaning at least 15 years).

So it's the equivalent of saying "you've got that big army, so use it!" I am taking heed, though since I just changed to monarchy from horde, I guess the push to show strength will not come again.

Wow, I thought that "almost constant war" would be a grace period of just a few years. Guess it is time to try that mechanic again.
