Yes, although you don't necessarily need to de-state or convert Italian lands depending on how much and where you expand, there's a fair bit of Egyptian culture development to be had.
When you hover your mouse over the decision to Form Egypt, what does it actually say are the missing requirements for you?
Missing: Admin tech 20, Mamluk Government. I'm playing 1.23, don't know if that matters.
Worst case scenario, the "release and play as Mamluks after starting as Florence" is an outdated option and you actually need to start as Florence, wipe out the Mamluks, reform the Mamluks, and then form Egypt.
And in any case, the release and play as Mamluks strategy in the wiki is meant for version 1.26 and later where forming an endgame tag would disallow the formation of egypt. But if you play an earlier version or don't form an endgame tag, you can just form Egypt normally after changing your primary culture.
