A crash during loading graphics can also caused by broken, outdated or incompatible mods or a broken game installation. If your reinstall removed the "Documents/Paradox Interactive/Europa Universalis IV" folder, the launcher doesn't know which mods it should activate and will just activate all the mods which it can find.

Eu4 doesn't support directx12. You need directx9. Maybe it was not automatically installed on your system and you have to download it from microsoft.
Did you use windows update or a manual download from the intel website?
