Land Force Limit decreased

I built a crap ton of conscription centers all at once and my land force limit dropped from 364 to 313. (My manpower limit went from ~130 to 219, which was the goal.)
Now I'm paying overage for being over my land force limit. Anyone have any idea why "Land Force Limit +2" conscription centers actually cut my land force limit?

Autonomy reduce that amounts, so if a province has 50% autonomy, you only get 50% of that +2 (so +1). Maybe you got an event that reduce the autonomy of many of your provinces, then reducing the land force limit increased of your conscription centers.

You either lost modifiers from a limited time buff

Or you have low crownland which gives ticking autonomy, try to keep crownland at 10% or above, you can have it at 5% if you are empire rank or have other kinda of decreasing monthly autonomy buffs

Or you recently integrated multiple vassals (or lost some Vassal Force Limit Contribution modifiers), which often give you a higher force limit as vassals than their provinces do after fully integrated - at least until you get their autonomy down, which starts at 60% base.

Didn't integrate anyone. The only event was the completion of about 20 conscription centers at the same time. (Reserve manpower did increase as it should.)

Just poking around I can't find anywhere with autonomy over 0.
I'd have to lose 20% army limit bonuses... which was a timed "brilliant army organizer" and a military leader. Okay, found it.

But conscription centers don't increase manpower. Did you maybe build barracks, training fields or soldier households?

Did you have an (+3) Army Organizer with 10% Land force limit which had a previous special event which gave an additional 10% land force limit? The event could have expired and your advisor died.
