Game stuck on title loading screen

Hey there. I’ve been facing this problem recently, and due to an issue that I can’t identify since the game was working perfectly fine just before this. I’ll try my best to describe the issue I’m facing at the moment.

I launch the game through the launcher by pressing ‘Play’ (and in borderless full screen, with no mods whatsoever). Great. Following this, the game simply freezes or doesn’t load any further from the ‘EUROPA UNIVERSALIS IV’ title screen which appears immediately after the game launches.

I have done the good old clean reinstall as well as verification of the integrity of game files several times. I have deleted the save games folder in case a corrupted save file was the culprit.

Now for the anti-virus permissions. I have allowed the following through controlled folder access: eu4.exe, Paradox Launcher.exe and bootstrapper-v2.exe.

I have updated my graphics drivers as well.

This is quite frustrating since there simply seems to be no solution to this as I’ve followed any and all steps to be found on the paradox forums.

I wonder if anybody else is facing this peculiar problem.I would really really appreciate some help or advice on this! Thank you.

does sound like the borderless fullscreen issue, toggle these options and see if one helps.

Doesn’t work I’ve already toggled the options over and over again, none of them seem to fix the problem.

If you only get to the eu4 screen, it is often caused by an external program which interferes.

• you have an antivirus or ransomware protection software that prevents eu4 from writing its files. In that case you have to add eu4 (and possibly the launcher) to the exception list of your software
  
  • If you have Windows Defender(also called Microsoft Defender), add the launcher and eu4 to the Ransomware "Apps Allowed Through" list(here[docs.microsoft.com] are instructions for that).
    
  • If you have bitdefender, add the launcher and eu4 to the list of ransomware exceptions and "give it access" to "protected files".
    
  • If you have avast, you have to add the launcher and eu4 to the allowed list in the ransomware shield
• if you have a cloud syncing services like Microsoft OneDrive, try to exclude the "Documents\Paradox Interactive\Europa Universalis IV" folder from it
  
• try to update your graphics drivers to their newest version from the nvidia/amd/intel website (windows update usually doesn't have the newest drivers)
  
• If you have any program that messes with your screen and/or overlays something in your game, try to disable them. Programs which have been problematic in some cases are(this list is old and most of these programs are not currently causing problems):
  
  • RivaTuner Statistics Server
    
  • RadeonPro
    
  • "Surface Format Optimization" in the Radeon Software
    
  • "Surface Format Optimization" in the GeForce Experience
    
  • maybe the GeForce Experience in general
    
  • Nvidia GeForce Overlay
    
  • turn off Instant Replay from Nividia.
    
  • a gaming VPN app called Evolve
    
  • MSI Gaming App / MSI Afterburner
    
  • Duet
    
  • Nahimic
    
  • Razer Cortex
