Turk being part of the Arab group and able to form Arabia doesn't makes sense at all, but it's only the last drop in the ocean, I think it's shorter to make a list of cultures groups that makes sense, than cultures that doesn't.
Basically what I'm saying is that unless you're trying to form the Roman Empire, Ottomans, France, or the Holy Roman Empire shouldn't be able to form another country. Ottomans shouldn't be able to form ANYTHING. Just gets rid of some of the difficulty. Any European nation should be able to form the Roman Empire except for the Holy Roman Empire (meaning passing the final reform) and the Ottomans. I might even add Russia to that list since they considered Moscow to be the third Rome.
Alright cool. See THIS is a huge plus for me about this game. You learn a little bit of world history all the time.
Have any reasons to why Ottomans and Timurids are considered historical rivals? I was playing as Timurids once and saw that there was a historical rival penalty from the Ottomans towards me.
