Report a translation problem
There are 3 types of MPs: Admin, diplomacy, and military.
When you have enough points saved up, you will get a notice box saying you may increase a tech level. Sometimes you want to do it right away, but sometimes it is better to wait.
When you have enough points in one of the 3 categories to increase your tech, there will be a yellow tab at the top of the screen, or to check manually click your flag in the top right, go to research/tech and hover over the progress bar.
That is not military points. You gain Army Tradition and Prestige fighting battles, which has nothing to do with tech.
