Nobody wants to be a free city
As the title says. I'm the emperor as saxony, trying to maintain some order within the HRE. Somehow, a free city got annexed, and I'm trying to find someone to replace it, but nobody wants to become a free city. Every OPM has a a -50 modifier because he's either a monarchy or some other thing. Even the nation that start as a free city and that I liberated don't want to do it anymore. What should I do?

Pretty sure you can enforce the imperial ban as long as you're the emperor?


Anyways, one thing you can do is declare an imperial liberation on Denmark (they're not all that likely to actually release the territory) and take Holstein for yourself. That gives you a border/"coastal access" with a few princes, often including Brandenburg if they expand that way (and they tend to go Protestant).


Not that I've had a huge amount of success, but I passed 3 imperial reforms before the Reformation triggered at least.

Imperial ban is a CB you get after the first reform is enacted against any non HRE state that owns a HRE province. Imperial liberation is a CB which you get after requesting any country to return an unlawful territory (HRE province without their core) and they refuse. You can't get imperial liberation against Denmark for Holstein because Holstein is their vassal and they don't own any HRE land you can request from them. You can't use it against other countries which control HRE land like Venice or Provence as well because they have cores in all their provinces. Imperial ban would work agains them but not against Denmark unless they take some HRE province directly.

Ah, I guess I'm used to having imperial ban and misremembered, but I certainly did take the territory from Denmarkk. I did manage to get the first two reforms pretty easily. But it's been slow after the third.
