Having more territorial states
Hello,

i'm playing as Ottomans and i already hit limit 25 states. Actually i have 5 territories with 75% autonomy. It's 10 provinces. It necessary to decrease my local autonomy in those provinces, which means making more states.
How do i increase number of states if it is possible?

I was looking for changing government from despotic monarchy to feudal monarchy, but it didnt help and as i see, all possible governments are not increasing the number of states. Every type of government have +10 states. So i cant increase it by this way.
Advancing administrative technology can help. But its not effective when i can get 2 or more territories per war i declare.
Completing Administrative Ideas dont help neither in combination with another idea (if im not translating it bad).

Can anyone tell me all about increasing the number of states?

You really can't. You can get +3 states from finishing Administrative Ideas, the rest just comes with advancing Admin Tech and over time. It's really stupid and I can't wait for a mod to come out that will get rid of it.

You can, yes. Different government types have different modifiers, as do different government ranks. Unless you're ming, most government types are comparable so work on getting your rank up to empire and improving your admin tech. Admin tech is really the big one, so do try to focus on keeping up with tech and growing steadily instead of ultra-booming early and then catching up on tech.

if you are researching admin tech then you will see that every couple of admin techs there are ones that increase the number of states you can create. My recommendation is slow down conquering stuff and focus on internal development when you reach your state limit and continue once you get the ability to have more states.

This is an excellent idea and I hope it comes about. While I do like the state change overall, it is a bit of a pain to click on every province using the state map to see the trade good and development to see if it is worth making a state.

the vast majority of government types have the exact same number of states.

Only a few of the primitive government types and the Daimyo lack the +5 state bonus.

This would strategic level.

Don't make small territories into state cores unless their development level is dense enough to warrant it.

Given that you lower the floor to 50% for an uncored state, just simply never upgrade your territory cores to state cores if it's a small and unworthy a state slot, since you'll usually have close to 50% autonomy for years after the conquest anyway, and as long as you don't spend any points upgrading it to a full state core, you lose nothing when you remove it as a state to give that state slot to a much more deserving territory region.

The maximum number of states you can possibly have seems to be around 103 with full admin, maxed admin tech, and a government that has the +5 state bonus.

There's a trade goods map mode in case you may have missed that one. Very helpful especially when you're going for an achievement related to a particular trade good such as Norway/Naval Supplies or Orissa/Tropical Wood.

Also, I just started to wonder, what is the maximum amount of states one can have from the start of the game to the end of the game?

The maximum would be an empire rank (+10) celestial empire (+8) with max admin tech (+86) and completed admin ideas(+3) in addition to the base value of +5. 10+5+8+86+3=112 states. Being a celestial empire has major drawbacks however, so if we want to be a viable western tech state then we reduce that number by 3 for a monarchy/rebpublic/theocracy with +5 states to a total of 109 states.
