Economic and Quality are never ever bad Ideas. (Quality = +10% all combat and some other good stuff, Economic = Money money money)
If you already have the money to support a merc war, you can opt for Quantity and make those mercs better. (and cheaper)
For Admin group you should go for Administrative ideas which have insane sinergy with Burgundian traditions.
For Military ideas I would always go for Offensive / Defensive / Quality / Quantity.
In general I would also advise you to start pummelling France as soon as possible (and get their juicy provinces) cause these guys will start snowballing in ~50 years from the start if left unchecked. It is pretty easy to form French empire as Burgundy.
Afterwards you could go for Burgundian Conquest achievement - totally doable if you got all French territories (but did not form French empire).
BUT, since you are planning on forming Netherlands (and no doubt you're going to take their superior ideas?) I would choose my groups according to the National Ideas of Netherlands.
Defensive in my opinion is the weakest military idea for Netherlands, so a relatively poor choice, I'd advise abandoning it if you havent gone too far in it. Quality is the best in my opinion because of the combat ability bonuses for every troop type, as well as tradition and discipline. Quality combines with the NI's for 20% extra infantry CA. Also the naval aspect of quality makes a lot of sense for Netherlands, as i will mention more later.
Offensive is good because it makes your force limit larger and gives you additional siege ability, which stacks with your NI for 20%. Plus the general pips are always good.
I always take Economic ideas with them so you can get those really nice developed super high value provinces, again, stacking with national ideas here.
Trade is a no brainer and it's good you already have it, more NI stacking.
I will probably get murdered for what i say next but screw the braindead children;
As Netherlands, always take Maritime Ideas AND Naval Ideas. This will make your navy insanely supreme, and completely invincible against any other navy, even over combinations of navies like england+spain or england+denmark, hell you can even beat 3 navies with your one; your force limit will be so high, your heavy ship combat ability will be insane, and you will also have an insane admiral with like 6 fire pips. In a war you can literally paralyze every enemy fleet and blockade every single enemy port. You will also be able to DOMINATE trade wherever you want with all the light ships you'll be able to have. As Netherlands i always become the richest most developed country with the highest income in the world by a long shot, and i don't even colonize, AT ALL. That's a headache and waste of time.
The kids that bash navies in this game just don't understand how they work, its pretty hilarious actually.
For a france-sized Netherlands though, i think it would be hard to fail.
Very unfortunate though that France must be wiped out before you can form Netherlands as Burgundy if you dont want to lose land, because everything about the dutch in this game rules.
