If you plan on fighting the french, you will need defensive for the moral bonus as well as some advisors and some policies to improve your combat abilities.
Isn't defensive kind of pointless if France and other countries can just rely on mercanaries instead? What do you guys think about quantity? Also keep in mind that spain automatically gets +5% discipline.
Thus the best combo is Innovative+Quality+Economy+Offence and 3 active policies.
Another way is to go Quantity+Rel ideas+Quality for 2 +10% morale policies but discipline is stronger especially in late game

All countries rely on mercenaries to a point. loans and monthly income after expence all come into play with their war enthusiasm. Also the A.I won't drive itself to bancruptsy just to win a war. I'm not saying it's not hard to do with the powerful countries but if you time it right, like when they've just finished another war, Defensive and terrain modifiers can be devestating.
Do you think they're better than defensive and quantity?
