EDIT: If memory serves, EU4 stores all of it's data in basic 4 byte values, and tacks on an extra 3 zeros past the decimal point insdead of using doubles or floats - so if you want to give yourself 50 HRE points you'll need to find the address (if it's currently at, say, 12.17 points, search for a value between 12170 and 12180) and set it to 50000.
Releasing HRE member states, HRE members converting, winning defensive wars and HRE members being annexed no longer affects Imperial Authority directly. Instead Imperial Authority is mostly a ticking value that grows when the Empire is peaceful and there are numerous member states, and shrinks when the Empire is religiously divided and under the control of non-HRE nations.
So every previous patch is much easier for passing reforms.
My one regret was that I tried to convert it to the patch were estates where introduced and it broke my game so I had mountains of rebels popping up. It was hysterical.
