Game minimizes itself when starting

I installied EU4 on a new PC. After starting it (it worked fine), I Alt+tabbed out. When I tried to get the game back, it did not come back. The sound played for maybe a second, the cursor changed to the usual EU4 hand, but the screen stayed the same.

Since then, the game minimizes itself when starting. It loads fine, but when the main menu should bre displayed, it minimizes to the background, and switching back in is impossible.

I've even tried a deinstallation and re-installation, but the phenomenon persists.

Maybe I could switch to windowed mode without the game somehow? An INI file or something?

Documents\Paradox Interactive\Europa Universalis 4\Settings.txt change fullscreen from yes to no should work.
