Go to europa folder, common, defines.lua open with notepad or whatever works, click "find" type in 999
Congrats, you just found the annoying "limit" the game uses to ensure you can never bypass the npcs if your doing much better than them with collecting power. Make it high, so when you manage to get monarchs with 6 in skills, it actually matters instead of sitting there staring at 999 with the inability to spend it.

I'd rather find something to spend those points on. If you don't have any more buildings to build just expand some more.

and it's only 999 for western nations. Just play one in the new world and you have over 2000!

the cap is actually there to keep both players and AI from wasting all their monarch points teching up more when they're already way ahead and the next tech level costs over 1000 points. its there so you actually spend those points on something useful like buildings or ideas instead of just wasting them with ahead of time penalties

This is wrong! You should never change anything in your EU4 folder. The correct way is to make a small mod where you copy your defines.lua file to your mod folder and makes the changes to that file. But you need some experience handling and creating mods for EU4 before you do this the right way.

Wasting them? Their wasted on the cap for me. Idk how you guys play, but I manage to get so many monarch points that I can't spend them on anything else because there isn't anything else to buy with them. During these periods of 999 where I can't use them for anything else, its a waste. With a bigger cap, I can save them all, and spend them on future tech if I start to get near the higher cap that I set for myself.

Conquer some stuff if you have nothing else to spend those points on, that always does the trick for me.

Only during very rare instances where you built everything your tech level could offer, not in any debt, no inflation/ war exhuastion, already ahead in technology, unlocked avaliable ideas and still in truce after previous coalition war should you be staring at 999 with nothing to spend them on. Not to mention the national focus makes that scenario even less likely.

If you didn't use console commands 999 is rather rare if you know what you're doing.
