Already at level 31 (Max level) in technology when i start a new game.

The title describes it all pretty much. When i start a new game, all the technologies are already researched and i cant go up any level in tech becouse its already at the max level. And no i dont have any cheat mods installed and ive tried turning off all mods and verifying the game cache. If im unclear about anything just ask. I´ll say thank you beforehand.

You've tried the things I could think off. Are you playing on Ironman or not?

I checked for myself, you're supposed to be at level 9.

Nope ive tried it both at 1444 (Not changing several times) and at the 1800s. And the reason im playing at 1530 is becouse i wanted protestant Sweden and the Vasa dynasty (Not really changing anything just me who want to go with the Vasa and protestant sweden) :)
